And some of the taxi company has policy of encouraging passengers to act as watchdog for the divers' behaviours (including spitting). The passage has right not to pay the fair if the driver spit during that trip. It takes time and efforts to fight against bad behaviours. Well... think again, this shows at least the (Shanghai) government is trying, but they are missing the point, missing the root cause of the problem. This reminds me during the time I was in elementary school (late 60s - early 70s), a worker Wang Jinxie (王进喜）at Da Qing Oil field (大庆油田） was celebrated as national hero； he felt so ashamed the fact that all the buses on the streets in China had to carry a large sack on its roof due to lack of gasoline/oil; so he vowed to find oil in the Chinese underground, and he was able to find and drilled the first oil well in Da Qing. I wish I had a chance to speak to the nation... I am going to write to Shanghai government.
